Seen, the application file and Travel Authorization Report No. 043-2013-DGDB/DVMDERN/MINAM, both February 20, 2013, the Director General of the Directorate General of Biodiversity; Memorandum No. 087 - 2013/VMDERN/MINAM of February 20, 2013, the Deputy Minister of Strategic Development of Natural Resources No. 363-2013-MINAM-SEG/OGA/PPTO Memorandum of February 21, 2013, from the General Administration Office and, Memorandum N ° 331-2013-OPP-SG/MINAM of February 22, 2013, of the Office of Planning and Budget, and,
WHEREAS: That, Notification to the Parties No. 2012/062, received January 31, 2013, the Secretariat of the Convention on International Trade in Endangered Species of Fauna and Flora (CITES), informs the Ministry of the Environment - MINAM to be held the 16th Meeting of the Conference of the Parties (CoP16) to the Convention on International Trade in Endangered Species of Fauna and Flora (CITES), in the city of Bangkok, Kingdom of Thailand, from 03 to 14 March 2013;
That the Meeting of the Conference of the Parties (COP) is the supreme decision-making of the Convention and comprises all its member states. The mechanics of this meeting will be to work on two parallel committees, being that the Committee
I will be in charge of scientific issues, and Committee II
will be responsible for strategic issues of interpretation and application of the Convention, also within each of these committees are set up working groups to address issues where there is increased interest and debate.
At each regular meeting of the CoP, the parties submit proposals based on criteria established in Resolution Conf 9.24 (Rev. CoP 15) to amend the CITES Appendices, these proposed amendments are discussed in parallel working groups and subjected to a vote;
That DG MINAM Biodiversity is responsible functions aimed to implement and conduct the actions related to the Convention on International Trade in Endangered Species of Fauna and Flora (CITES), in the field of institutional competence, without prejudice to any action that correspond to the respective administrative authority so that the participation of a representative of the above meeting MINAM especially interesting institutional
That the article 10, section 10.1, subsection a) of Law No. 29951 - Law Public Sector Budget for Fiscal Year 2013, prohibits foreign travel of servers or public officials and representatives of the State under public resources, excepting the trips that are made in the context of the negotiation of trade agreements and trade agreements and environmental, economic and financial negotiations and promotion activities of importance to Peru;
That, in this sense, the attendance and participation of a representative of the Ministry of Environment in the aforementioned international meeting is framed in the proviso in section 10, section 10.1, subsection a) of Law No. 29951, in reason that the trip will take place in the framework of the 16th Meeting of the Conference of the Parties (CoP16) to the Convention on International Trade in Endangered Species of Fauna and Flora (CITES) since by Supreme Decree No. 001 -2008-MINAM, dated July 16, 2008, designates the Ministry of Environment as CITES Scientific Authority and Focal Point of the CITES Convention in Peru, must strengthen and enforce the implementation of the tasks set out in the Regulations for Implementation CITES Convention in Peru, approved by Supreme Decree No. 030-2005-AG and amended by Supreme Decree No. 001-2008-MINAM;
